From Yahya ibn ‘Abd Al-Rahman ibn Hatib, who said: ‘Umar ibn Al-Khattab desired to compile the Qur’an, so he stood before the people and said: “Anyone who got something of the Qur’an from the Messenger of Allah (SAW), let him bring it to us.” And they wrote it down on sheets of paper and tablets and palm branches. But he did not accept anything from anyone until two witnesses had attested to it. Then he was killed, having compiled what he did. And ‘Uthman ibn ‘Affan arose: “Anyone who has something from the Book of Allah, let him bring it to us.” But he did not accept any of it until two witnesses had attested to it. Then Khuzaima bin Thabit came and said: “Indeed I see that you all have left out two verses without writing them down.” They said: “What were they?” He said: “From the Messenger of Allah (SAW) I got this: { A messenger has come to you all from among yourselves, distressed by what you have suffered, greatly concerned for you, kindhearted and compassionate towards the Believers } [Al-tawba 128] until the end of the surah.” ‘Uthman said: “I testify that these two verses are from Allah – where do you think we should put them?” He said: “Finalize the last of what came down of the Qur’an with them.” And so Bara’a [surah Al-tawba] was finalized with these two verses.
