{ For that reason, we decreed for the Children of Israel that whoever kills someone – other than for another life or for corruption in the land – it is as if he had killed all people; and whoever gives life to someone, it is as if he had given life to all people } Al-ma'ida 32

The meaning of this statement is that because of the crime of the son of Adam, who wrongly killed his brother, we ruled for the Children of Israel that whoever wrongly killed someone from among them – other than for someone who had killed someone – they should be killed in retribution. { Or for corruption in the land } : He is saying: Or whoever kills someone from among them other than for any corruption [fasad] in the land due to them, for which they deserve to be killed. And “corruption in the land” arises from being hostile to Allah or to His Messenger, as well as causing terror on roads [i.e. to travellers].
Tafsir Al-Tabari

{ Or for corruption in the land } : or for other than any corruption in it, such as shirk or cutting off roads [i.e. highway robbery].
Tafsir Al-Baydawi

{ Or for corruption in the land} : meaning for other than another life or other than such corruption in the land as disbelief [kufr], adultery, highway robbery, or similar things.
