Retribution punishment [qisas] is administered to anyone who kills a person purely out of willful intent and wrongfully. However, retribution is not administered whatsoever to children or the insane; it is not administered to Muslims for killing disbelievers; it is not administered to free persons for killing slaves; it is not administered to those held under safeguard [dhimmi] for killing apostates; it is not administered to fathers and mothers, or their fathers and mothers, for killing a child or a child's child; nor is it administered for the killing of someone for whom qisas is indicated, such as if one’s father kills one’s mother.
