'Alqama ibn Abi 'Alqama related from his mother that she said: I heard 'Aishah, the Prophet's (SAW) wife, being asked if someone in ritual purity for hajj [muhrim] could scratch his body. And she said: Sure, let him scratch it and go at it hard; if my hands were tied and all I had were my feet, I would scratch.
