It is related from Ibn ‘Abbas, Al-Hasan, and ‘Ikrama, who said: This word of His: { If you do not mobilize, He will punish you painfully } [Al-tawba 39] was abrogated by His word: { It is not for all of the Believers to mobilize } [Al-tawba 122]. But Abu Sulaiman Al-Dimashqi said: This is not abrogated; there is no mutual contradiction between the two verses, but rather the ruling of each verse stands in its particular instance.
