He (may His remembrance be exalted) is saying: Allah is the one who refuses anything other than the realization of His religion – even if those who controvert and deny it dislike this – the One who has sent His Messenger Muhammad (SAW) with guidance, that is, declaring Allah’s obligations on His creation and all that is required of them, and with the religion of truth, this being Islam.
