{ Let not those who have disbelieved reckon that they have gotten away; indeed they can not frustrate. Prepare for them whatever you are able of force and tethers of steeds, so that you can terrify Allah’s enemy and your enemy with it, as well as others besides them that you do not know but that Allah knows } Al-anfal 59-60

And He says: { So you can terrify Allah’s enemy and your enemy with it } ; this is because the Disbelievers [Kuffar], whenever they are aware of the presence of the Muslims geared up for jihad, prepared for it, fully outfitted with all kinds of weapons and instruments, they will be fearful, and this fear is advantageous for many reasons. The first is that they will not try to enter Islamic territory; the second is that if their fear becomes intense, perhaps they will take it upon themselves to give jizya; the third is that perhaps this will become a motive for them to believe; the fourth is that they will not aid other Disbelievers; the fifth is that this will become a reason for greater glory in the land of Islam.
