The word of the Most High: { So fight them until there is no more sedition [fitnah] } : that is, fight the Disbelievers [Kuffar] in Mecca until there is no more idolatry [shirk]. It is said: Until there remains no Disbeliever that is not held under a covenant; for surely sedition occurs by leaving the Disbelievers without covenant. Indeed a Disbeliever that is not under covenant becomes emboldened within himself to call people to his religion. It is permissible to consider as sedition anything that leads to corruption. And the word of the Most High: { And religion is all for Allah } : that is, obedience is all to Allah, and people all agree on the religion of Islam.
