Jihad is an obligation for Muslims, but whenever there are those who can carry it out, push back and attack the enemy within their own land, and protect the frontlines of the Muslims, the obligation is lifted from the rest; otherwise, it is not. Allah Most High said: { Mobilize, light or heavy, and wage jihad with your wealth and with yourselves } [Al-tawba 41].
