And it must be done at least once a year – since jizya is obligatory from those held under safeguard [dhimma] every year, this being compensation for protection and likewise in exchange for it – and this is jihad. It is obligatory once a year, except with an excuse such as if the Muslims are weak in number or equipment, or waiting for reinforcements from which they seek assistance, or something is in the way of them reaching them, or there is no feed for animals or water there, or they are aware of a favorable opinion on the part of their enemy towards Islam, and they eagerly desire for them to yield into Islam if they postpone fighting against them, and other such things for which abandoning fighting is advantageous.
