There is no disagreement regarding the permissibility of fighting during a sacred month, whenever the enemy initiates it; the disagreement is if fighting can be initiated then. The majority made it permissible, saying that the prohibition against fighting at those times was abrogated; and this is the position taken by the Four Imams (may Allah have mercy on them).
