فأما شرط الحرب فهو بلوغ الدعوة بإتفاق أعني أنه لا يجوز حرابتهم حتى يكونوا قد بلغتهم الدعوة وذلك شيء مجتمع عليه من المسلمين لقوله تعالى ﴿ وما كنّا معذّبين حتى نبعث رسولاً ﴾ وأما هل يجب تكرار الدعوة عند تكرار الحرب فإنهم اختلفوا في ذلك فمنهم من أوجبها ومنهم من استحبها ومنهم من لم يوجبها ولا استحبها

Concerning the stipulations for war: it is agreed that this is making known the call to Islam [da’wah]; by this I mean that it is not permissible to wage war on them until the da’wah has reached them. This is something that Muslims agree on universally, based on the word of the Most High: { We do not punish until we send forth a messenger } [Al-israa 15]. However, is it necessary to repeat the da’wah when war is repeated? They differed with respect to this; some of them made it obligatory, some of them encouraged it, and some of them neither obliged nor encouraged it.
