{ There is no blame on the weak, on the sick, or on those who do not have anything to spend, if they are sincere towards Allah and His Messenger; there is no course of action against those who do good; and Allah is forgiving, merciful. And there is nothing against those who, when they came to you for you to give them mounts, you said: “I have nothing for you to ride on”; and they turned away, their eyes overflowing with tears of sadness but that they could find something to spend } Al-tawba 91-92

Know that the Most High, when He clarified the threat regarding those who act like they have an excuse when they have no excuse, He mentioned those who have genuine excuses, and made it clear that the obligation from Allah Most High to go on attacks and jihad was cancelled for them.
