{ Wage jihad on the Disbelievers and the hypocrites } ; He is saying: By his hand, or if He is unable, then at least let him have a menacing face. Ibn ‘Abbas said: Allah Most High ordered him to wage jihad on the Disbelievers [Kuffar] with the sword, and on the hypocrites by words and by removing kindness towards them. Al-Dahhak said: Wage jihad on the Disbelievers with the sword, and be harsh to the hypocrites in speech; this is how to strive in jihad against them. Muqatil and Rabi’ said something similar. Al-Hasan and Qatada said: Striving in jihad against them is observing the prescribed punishments [hudud] for them. It can be said that there is no inconsistency among these statements, since at times He punishes them in one way, and at times the other way, according to the situation. But Allah knows best.
