قرآن ﴿ ولا يحسبن الذين كفروا سبقوا إنهم لا يعجزون واعدوا لهم ما استطعتم من قوة ومن رباط الخيل ترهبون به عدو الله وعدوكم وآخرين من دونهم لا تعلمونهم الله يعلمهم وما تنفقوا من شيء في سبيل الله يوف اليكم وأنتم لا تظلمون وإن جنحوا للسلم فاجنح لها وتوكل على الله إنه هو السميع العليم ﴾ الأنفال ٥٩-٦١
وقد إختُلف في هذه الآية هل هي منسوخة أم لا فقال قتادة وعكرمة نسخها ﴿ فاقتلوا المشركين حيث وجدتموهم ﴾ ﴿ وقاتلوا المشركين كافة ﴾ وقالا نسخت براءة كل موادعة حتى يقولوا لا إله إلا الله إبن عباس الناسخ لها ﴿ فلا تهنوا وتدعوا إلى السلم ﴾ وقيل ليست بمنسوخة بل أراد قبول الجزية من أهل الجزية وقد صالح أصحاب رسول الله ﷺ في زمن عمر بن الخطاب رضي الله عنه ومن بعده من الأئمة كثيراً من بلاد العجم على ما اخذوه منهم وتركوهم على ما هم فيه وهم قادرون على استئصالهم
تفسير القرطبي
{ Let not those who have disbelieved reckon that they have gotten away; indeed they can not frustrate. Prepare for them whatever you are able of force and tethers of steeds, so that you can terrify Allah’s enemy and your enemy with it, as well as others besides them that you do not know but that Allah knows; and anything you spend in the cause of Allah will be paid back to you, and you will not be oppressed. But if they incline to peace, then incline to it; and rely on Allah, indeed He is the one who hears, the one who knows } Al-anfal 59-61
There is difference in opinion regarding this verse – it is abrogated or not? Qatada and ‘Ikrama said that the following abrogates it: { And kill the Idolaters wherever you find them } [Al-tawba 5] and { And fight the Idolaters completely } [Al-tawba 36]. The two of them say that “Absolution” [surah Al-tawba] abrogated all peacemaking, until people say “There is no god but Allah” [“La ilaha illa Allah”]. Ibn ‘Abbas said that { So do not grow weary and make a call to peace } [Muhammad 35] is what abrogates it. It is also said that this verse is not abrogated, but rather He has called for jizya to be taken from the people of jizya. The Messenger of Allah’s (SAW) Companions made truces, at the time of ‘Umar ibn Al-Khattab (may Allah be pleased with him) and numerous leaders [imams] after him, in non-Arab lands, based on what they took from them, and they let them keep what they had, being capable nonetheless of getting rid of them.
