{ And whenever we substitute one verse in place of another } : by abrogating it and sending down one different from it for the benefit of people; { and Allah knows best what He sends down – they say } : that is, the Disbelievers [Kuffar] to the Prophet (SAW): { Indeed you are just a fabricator } : a liar, who makes it up yourself; { but most of them do not know } : the truth about the Qur’an and the benefit of abrogation.
