{ Fight in the cause of Allah those who fight you, and do not transgress; indeed Allah does not love those who transgress. And kill them wherever you get to them, and drive them away from where they drove you away; sedition is more severe than killing. But do not fight them at the Sacred Mosque until they fight you there, then if they fight you, kill them; such is the retribution of the Disbelievers. If they cease, indeed Allah is forgiving and merciful. And fight them until there is no more sedition and religion belongs to Allah; and if they cease, there is no hostility except against those who oppress } Al-baqara 190-193

The word of the Mighty and Sublime { And fight them until there is no more sedition } : that is, fight the Idolaters until there is no more idolatry [shirk]; that is, fight them until they yield into Islam. No jizya is accepted from the heathens [wathani], and nothing but Islam is satisfactory from them. They are not like the People of the Book, from whom jizya is taken. The wisdom in this is that the People of the Book possess inspired books in which there is truth, and even if they have ignored it, Allah has granted them respite from killing, due to the sanctity of these books, and has commanded that they be abased by the jizya, and that they look into their books and be instructed by them, that they might comprehend the truth therein, and follow it. In contrast, the heathens do not have any books to guide them to the truth, and granting them respite only adds to their idolatry, and so Allah refuses to be pleased with them except either by Islam or killing.
