He (may His remembrance be exalted) is saying: Those who have believed in Allah and His Messenger say: Why hasn’t a surah come down from Allah that orders us to wage jihad on the Disbelievers [Kuffar], the enemies of Allah? { But when a surah that is firm was sent down } : that is, firm in declaration and obligation. … Qatada, regarding His word { Those who have believed say: “Were that a surah would be sent down”; but when a surah that is firm was sent down, and fighting was mentioned in it } , said: Every surah in which jihad is mentioned is firm, and is the most severe of what is in the Qur’an against hypocrites.
