Considering that in the Islamic religion, jihad is prescribed to make a broad call [da’wah] and bring all people into the religion of Islam voluntarily or forcibly, the caliphate and the right of dominion were consolidated so that the power of those in power might be aimed together towards both. Religions other than the Islamic religion do not make a call to all men, and jihad is not legislated for them except for defense alone.
