This noble verse lifted what the situation was in the beginning of Islam, whereby a man had the right to return to his woman, even if he had divorced her a hundred times, as long as she was still in her ‘iddah [prescribed waiting period]. But when this became harmful to the wives, Allah Mighty and Sublime limited them to three pronouncements of divorce, permitting a return after one or two times, but making it decisive on the third.
